DHARMINDER SINGH KALEKA
Advisor-Strategy & External Relations
Dharminder Singh Kaleka is a lawyer, political strategist, and public policy expert with cross-sectoral experience spanning government advisory, digital governance, and regional geopolitics. His work focuses on building institutional narratives that shape outcomes—advising political leaders, multilateral-aligned partners, and advocacy groups on how to position reform, communicate vision, and align public systems with emerging global frameworks.
Dharminder is the co-founder of MovDek Politico LLP, a public affairs firm that has supported some of India’s most prominent political stakeholders through campaign strategy, legal drafting, and governance reform—ranging from mining regulation and platform worker integration to citizen-state digital feedback systems. He has used AI-driven tools for voter sentiment mapping, manifesto design, and stakeholder targeting, and is deeply engaged in conversations around language models, participatory governance, and middle power diplomacy, especially in the Middle East and South Asia.
As Advisor – Strategy & External Relations at Closed Door, Dharminder aims to expand the firm’s engagement with global-facing institutions, facilitate partnerships across ministries and multilateral networks, and help shape policy narratives rooted in discretion, relevance, and long-horizon impact.
He holds a Master’s in Public Policy and Development (Distinction) from the London School of Economics and a BA LLB from Symbiosis Law School. His writing has been featured by UNESCO, The Wire, Hindustan Times, LSE South Asia, and Tech Policy Press, focusing on sovereignty, state capacity, and the role of narrative in institutional legitimacy.
